The Addis Ababa Trade and Industry Development Bureau

 

Organizational Structure   [top]

The Addis Ababa city administration has reorganized the previous Trade, industry and Tourism Bureau in to Trade and Industry Development Bureau.

The organizational structure of the bureau is as follow

 

As it is clearly shown in the structure the Bureau consist of two deputy heads one is for Micro and Small Enterprise (MSE) and the other one is for trade and Industry.  The MSE sector focus on the development of Micro and Small enterprises while trade and industry is responsible for the regulatory part.  Micro and Small Enterprises are one of the focal development agenda for the city government of Addis Ababa. Due to this fact the promotion of the sector is undertaken and coordinated through Trade and Industry Development Bureau at the city level.

The MSE sector has three main departments

  • Micro and Small Enterprise Development

  • Marketing research and Promotion Department

  • Cooperatives Promotion and Controlling Department

The structure of the MSE is also extended to the ten sub–cities in Addis Ababa.  There are ten MSE teams and ten cooperatives promotion and controlling teams in ten sub-cities while at the kebele level the micro and small enterprises office under the kebele chief executive handles it. The sub-city trade and industry offices coordinate the operational activities of the sector at the sub city level.

In order to alleviate the problem of unemployment and poverty the sector is organizing those people having different skills in to private business and cooperatives by creating job opportunity and providing different supports and services.

 

Definition of MSE   [top]

In Ethiopian context MSE is defined as follow:-

  • Micro – Enterprises:  are those enterprises with a paid up capital of not exceeding birr 20,000 (which is about $2326), and excluding high tech consultancy firms and other high establishments.

  • Small Enterprises:  are those enterprises with a paid up capital of above birr 20,000 and not exceeding birr 500,000 (which is about $ 58140), and excluding high-tech Consultancy firms and other high tech establishments.  

Vision and Mission of the Sector   [top]

Vision: To see more promoted, flourished and developed micro and small enterprises, that would be a base and good nursery area for the growth of medium and large industries, which could integrally reduce unemployed and poverty in the city.

Mission: To give assistance and promotion for existing and newly created micro and small enterprises by solving the problems through providing various supports in coordination with NGO’s to create favorable environment for the growth of the sector.

 

Objectives of the Sector   [top]

  • To create job opportunity for the unemployed and increase their income by expanding and supporting micro and small enterprises in order to reduce poverty.

  • To identify the problems of the existing and newly created micro and small enterprise and provide them various support to enable the flourishement, development, and strengthing of the MSE for further job creation.

  • To create and expand new enterprises by organizing them in to cooperative and by providing various supports in order to create new job opportunities and reduce poverty

Focus Areas   [top]

The following are the main focus areas for MSE, for the reasons that they are assumed bed to have good potential in the creation of new jobs. These are:

  • Textile and garment

  • Wood and metal works

  • Food processing

  • Construction

  • Municipal activities

Activities to be performed by the sector   [top]

  • To provide work place for those involved in textile, metal and wood work.

  • Too identify market place, establish kiosks and Sunday markets in order to solve the market place for MSE operates.

  • To organize the voluntaries in the sector in to cooperatives.

  • To create conducive atmosphere for operators involved in the sector to sub-contract them to medium and large scale enterprise.

  • To schedule exhibition and bazaar programs in each sub cities to promote the products and services of operators and enhance the development of marketing opportunities.

  • To prepare and dispatch broachers, leaflets, posters and other relevant information’s for the target groups to enable them to get adequate information services.

  • To provide training to sub –city MSE workers and Kebele extension agents on basic business management, product design, quality, modern sewing, technology etc.

  • To create better job opportunities for those involved in food processing and municipal activities in the areas where the construction of low cost houses are taking place.

  • To conduct research that can enable solve the problem of the target groups.

  • To prepare educational visit and experience sharing to develop the capacity of the operators.

  • To Provide One Stop Service for the Sectors

In order to provide all the necessary services to the operators of MSE just at the spot, the one stop service is established in all kebeles in Addis Ababa.

The services include the followings

  • Organizing and legalizing of business.

  • To facilitate  credit service.

  • Facilitating training service

  • Facilitating the provision of productive equipments.

  • Provision of work place

  • Provision  of registration for those paying tax

  • Creating market opportunity

  • Facilitating the provision of raw materials.

  • Provision of information service

  • Provision of advisory service

  • Registration of those who are in need of job.

Who are the beneficiaries?   [top]

  • Those who are completed from technical and vocational school

  • Those who are already engaged in Micro and Small Enterprises and who own their own skill and knowledge through experience

  • Women who are voluntary to be organized in to cooperative and those who are ideal (unemployed)

  • The disabled who are capable to work

  • The voluntaries who are interested to be involved in micro and small enterprises with a capital less than birr 500,000.  

Achievements   [top]

  • 23 production centers (clusters) for wood and metal work were constructed and

  • 23 wood and metal work production centers (clusters) were constructed and provided for 50,000 operators working in the sector.

  • The sector is constructing G+4 buildings that can accommodate 50 thousand operators involved in the production of textile and garment.

  • The construction of shades that can accommodate 10,000 women involved in food processing is already completed.

  • In order to provide all the necessary services and supports for MSE operators just at the spot, the one stop service has already established in all kebeles

  • Various capacity building trainings were provided to many target groups.

  • Various marketing opportunities were created for the operators involved in MSE

  • Credit support for large number of operators were provided.

  • Better technologies were introduced, especially for textile and garment, food processing, dry waste removal etc.

  • 29,240 operators were trained in different trades.

  • 85,142 operators were organized in private and cooperative businesses.
