The Ethio-German Micro and Small Enterprise Development Programme focusses on four priorities:

  • Enabling Governmental, Non-Governmental (NGO) Agencies
and commercial BDS Providers to implement efficient Business Development Services (BDS) to the Ethiopian Business Community.

  • Strengthen the organizational capacity of the Partner Organizations through Organizational Development in order to deliver better services to the businesses.

  • Training for Trainers in order to implement CEFE trainings (Creation
of Enterprises through Formation of Enterpreneurs).

  • Networking with all organization (Gov., NGO, BDS-Providers, International Donors) related to MSE Development
in order to coordinate the respective activities.

1.  Implementation of Business Development Services (BDS)

Our BDS approach is action-oriented: Training of facilitators has to be focussed on immediate implementation by the participants after the training. Our BDS-method is demand-oriented:

  • Every facilitator visits 15 operators and discusses their situation, main problems and proposals. These data are documented in a situation analysis overview and then transferred to a 5-month action plan.

  • In the following 5-months BDS delivery cycle the actions agreed between operators and facilitator have to be implemented in order to solve the problems identified. Every 5 months each of the facilitators has to support another 15 businesses.

Major Achievement:

  • In the first BDS cycle from 9/02 to 12/02, 17 facilitators of our Partner Organizations supported 170 operators.

  • After the extension of the programme in early 2003, 60 facilitators will support 2x900 operators = 1,800 operators per year. Commercial BDS providers and private NGO make part of our approach.

General BDS information is for free, but trainings and interventions are given on fee basis.

2.  CEFE Entrepreneurship Training

CEFE Training are conducted by our Partner Organizations in all regions of Ethiopia. Trainings are for start-up who wish to create their own business and for business owners who wish to strengthen their entrepreneurial capacity especially management and marketing.

Major Achievments since 2000:

The following trainings have been conducted by the project and our Partner Organizations:

  • 4 Trainings for Trainers with 96 participants

  • 85 Start-up trainings with 2,125 participants

  • 53 Trainings for business owners with 1,420 participants.

3.  Organizational Development of Partner Organizations

In order to strengthen the capacity of our Partner Organizations, we assist the to do needs assessment analysis and action plans with the business community of their surroundings to implement BDS delivery. For this office structure and team work has to be improved and their activities planned and organized.

Major Achievments:

20 Partner Organizations on the national, regional and NGO level are improving their services by better planning and organizing their work.

  • They deliver regularly in 5-month cycles BDS services to operators and improve their office management and staff training in order to strengthen the quality of their services.

  • Every organization fills a presentation folder of its activities and achievements in order to be more efficient and to present its services to other partners and international donors.

Every organization visualizes its situation analysis and action planning of BDS services on board on the wall of their office in order to inform themselves, business owners, partners and the interested public.

4.  Networking

Networking between all Governmental Organizations, NGO, Projects and International Donors related to private sector promotion and MSE development helps to coordinate these sector activities and to share experiences for better business services and sector strategies.

Major Achievments:

The national Ethiopian BDS Network meets regularly all 6 months discussing common problems and issues. 25-30 organizations of all regions do regularly concertation and discuss specific issues as the new Income Tax Proclamation, strengthening of Micro-Finance Institutions, Trade Fair events and other. The demand oriented BDS approach is implemented in all regions and concertated on Network level.
